EARLY LEARNING CENTER & PRESCHOOL
A Message from Site Coordinator
Rhodah C. Harrell
The Early Learning Center (ELC) maintains strategic partnerships to deliver high-quality, comprehensive
early childhood education and family support services to underserved children and families in our
community. Through our collaboration with New Directions Early Head Start (EHS), the ELC provides fullday, year-round care and education for 22 children from birth through age three.
Following the conclusion of our partnership with the Christina School District, Neighborhood House
undertook a strategic initiative to reestablish its own preschool program in response to community need. We were awarded 10 State-Funded Early Care and Education Program (SFECEP) seats and, for the first time in more than 20 years, proudly reopened our preschool classroom.
SFECEP, formerly known as ECAP, is modeled after the federal Head Start framework and emphasizes
school readiness, comprehensive services, and strong family engagement. The program incorporates evidence-based curriculum, ongoing child assessment, developmental screenings, and intentional family
partnership practices to ensure children enter kindergarten prepared academically, socially, and
emotionally.
Together, Early Head Start and SFECEP position the Early Learning Center and Preschool to provide a seamless continuum of high-quality care from infancy through preschool. By aligning federal and state program standards, implementing research-based practices, and maintaining strong community partnerships, the ELC ensures that children and families receive consistent, comprehensive support during the most critical years of early development.
Last year, we proudly served a total of 42 children, ages birth to five. Their growth and development reflect a strong collaboration between families and our capable, dedicated teachers. Through intentional planning, responsive caregiving, and meaningful family engagement, we work together to create a
nurturing environment where every child can thrive.
