The Housing Services Program has one
mission: to provide a full range of free services, advice, and technical
assistance to housing clients. Housing Services is a source of information to
countless New Castle County residents with housing concerns ranging from simply
keeping rent current to purchasing their own home.
Neighborhood
House, Inc. established Housing Services in 1977 to counsel South Wilmington
residents. The program quickly grew into a full-service program, adding housing
development and home improvement to its services. In 1980, the program became a
HUD-Certified Comprehensive Counseling Agency and expanded its activities to
include all of New Castle County.
Now in its fourth
decade, Housing Services continues to provide comprehensive housing counseling
free of charge to anyone who is interested in either purchasing a home or
acquiring affordable rental housing.

assistance program and Delaware Housing Settlement Assistance/Second Mortgage
Assistance Loan program. Counseling certificates are given to clients who
complete the homebuyer education program.

Post Occupancy Counseling
After you
purchase or rent a home, you may need help resolving problems which do not
involve a default or delinquency. Such assistance may include refinancing or
home improvements. Post Occupancy Counseling helps you manage your home
successfully.
