The Housing Services Program has one
mission: to provide a full range of free services, advice, and technical
assistance to housing clients. Housing Services is a source of information to
countless New Castle County residents with housing concerns ranging from simply
keeping rent current to purchasing their own home.
Neighborhood
House, Inc. established Housing Services in 1977 to counsel South Wilmington
residents. The program quickly grew into a full-service program, adding housing
development and home improvement to its services. In 1980, the program became a
HUD-Certified Comprehensive Counseling Agency and expanded its activities to
include all of New Castle County.
Now in its fourth
decade, Housing Services continues to provide comprehensive housing counseling to anyone who is interested in either purchasing a home or
acquiring affordable rental housing.
Housing Counseling
Neighborhood
House, Inc. provides counseling for New Castle County down payment and
assistance program and Delaware Housing Settlement Assistance/Second Mortgage
Assistance Loan program. Counseling certificates are given to clients who
complete the homebuyer education program.
Pre-Purchase Counseling
Potential homebuyers are
counseled on the home buying process. Clients attend a workshop and
one-on-one counseling sessions to reach their goal of home ownership.
Counselors also help determine client's eligibility for down payment and
settlement assistance programs.
Rental Assistance
Rental Assistance counseling for
those who want to become renters and for those who are having difficulty paying
their rent.
Foreclosure Intervention & Default
Counseling
Our goal is to help our
distressed homeowners achieve the best outcome for their specific issue.
We serve as a liaison between our client and the mortgage lender/servicer.
Budget (Financial Literacy) Counseling
Clients are educated on the
importance of maintaining a budget and paying bills on time as well as saving
for the future.
Credit Counseling
Clients are educated on the
importance of good credit and how to use credit. Credit is important to
consumers for purchasing a home, buying a car, obtaining insurance and even
applying for a job.
Post Occupancy Counseling
After you
purchase or rent a home, you may need help resolving problems which do not
involve a default or delinquency. Such assistance may include refinancing,
financial literacy (savings) or
home improvements.
