Housing

The Housing Services Program has one mission: to provide a full range of  free services, advice, and technical assistance to housing clients.  Housing Services is a source of information to countless New Castle County residents with housing concerns ranging from simply keeping rent current to purchasing their own home.

Neighborhood House, Inc. established Housing Services in 1977 to counsel South Wilmington residents.  The program quickly grew into a full-service program, adding housing development and home improvement to its services.  In 1980, the program became a HUD-Certified Comprehensive Counseling Agency and expanded its activities to include all of New Castle County.

 

Now in its fourth decade, Housing Services continues to provide comprehensive housing counseling  to anyone who is interested in either purchasing a home or acquiring affordable rental housing.

 

Housing Counseling

Neighborhood House, Inc. provides counseling for New Castle County down payment and assistance program and Delaware Housing Settlement Assistance/Second Mortgage Assistance Loan program.  Counseling certificates are given to clients who complete the homebuyer education program.

 

Pre-Purchase Counseling

Pre-Purchase Counseling gives you specific information, advice and technical assistance to prepare you for the mortgage process and homeownership.  We will inform you of the facts regarding the many options and programs available so you can find the one that best suits your needs and financial situation.

 

Pre-Rental Counseling

Pre-Rental Counseling will help you through the process of obtaining and maintaining decent, safe, and affordable rental housing.

 

Mortgage Default Counseling

Are you having trouble making monthly mortgage payments?   Call for Mortgage Default Counseling which explains relief options to assist homeowners in bringing their mortgage payments up to date.

 

Rental  Delinquency Counseling

Renters who have trouble paying their monthly rent should seek Rental Delinquency Counseling.  Through step by step assistance, residents receive guidance on how to keep their rent current and not fall behind.

 

Budget Counseling

Tenants and homeowners alike can benefit from Budget Counseling which assists with the development of a spending plan to help acquire or maintain housing.

 

Post Occupancy Counseling

After you purchase or rent a home, you may need help resolving problems which do not involve a default or delinquency.  Such assistance may include refinancing or home improvements.  Post Occupancy Counseling helps you manage your home successfully.
